After the Brotherhood Rankios war concluded, many members of the Brotherhood have moved on. So, the Washington Brotherhood is being put on Defcon Bravo; to add the pile of reasons why the Brotherhood is on "cryo" is that the Elder is going to deployment in IRL so he and many members of the Brotherhood have agreed to take a long break from Halo clans.
